U.S. Health System

After sending some comments (I was worried over the health of an LJ friend in America) I got this as part of a reply comment:

The US system does not work like this. In lieu of insurance, a patient's level of medical treatment there is based entirely on their ability to pay. No money, no care, too bad so sad. Or if it's an emergency, they'll bill the patient afterward and send the debt to a collection agency.
Is this true? They really send to bill to a collection agency?!
